Just arrived to universe

[Rationale]
Hibagent is needed on EC2 images.

[Security]
There are no outstanding nor historical security issues.
The package is reviewed by the Security Team.

[Quality Assurance]
There are no outstanding bugs but a TODO in packagin which may need some effort to clear:

 Fix (at least) the following problems reported by lintian:
 E: hibagent: init.d-script-does-not-implement-required-option etc/init.d/hibagent force-reload

 Use proper upstream tarball
 Ship systemd service file

[Standards Compliance]
FHS and Debian Policy compliant, except for the following issues which will be fixed later:
* Issues due to shipping the service disabled to releases where #601455 is not fixed:
