Check-in: Clear hold shelf check-in modifier - make default behavior and remove

I'm curious if anyone depends on the current behavior of the Clear Holds Shelf check-in modifier? Or rather the ability to have it disabled?

Does anyone regularly check-in items on the hold-shelf and not want to clear the hold if the shelf expire time is up?

Can we get rid of the "Clear Holds Shelf" check-in modifier and just always assume that if an item with on holds shelf status gets checked in, it should be evaluated to see if the current hold is still valid?

Otherwise, maybe the option to not clear expired holds could be opt in, so that behavior could be enabled if needed. The Check-in modifier could be "Don't clear expired holds".

I would just like to clear up the check-in display so that standard behavior doesn't require extra labels on the screen, assuming that wanting to clear holds expired from the holdshelf is what most evergreen users want to do.

We've never used that feature. We cancel shelf expired holds then perform a
normal check in.

In CW MARS, we have found that having checkin modifiers on, (like "Clear Holds Shelf"), can slow down check-in. I would be worried that essentially always having this modifier on would have the same impact on speed and slow down check-in more than it already is in the web client.

We do not have an issue with the way the modifier is currently set up.

I'd be in favor of having this come back as the default behavior too. I don't like that it's an extra step now if a hold has expired.
