X11: When fractional-scaling is enabled switching to single to multi-monitor leads to un-appliable config

Bug Description

In multi-monitor setup, enable x11 fractional scaling with:
 - gsettings set org.gnome.mutter experimental-features "['x11-randr-fractional-scaling']"

Disable one monitor from g-c-c, then go back to linear multi-monitor disposition:
 - One monitor won't be properly placed (will be on top of the other) until you don't click over it
