error: SANE: Error during device I/O (code=9)
Closing device.

simple-scan -d ends with:
 DEBUG: scanner.vala:1217: sane_start (page=0, pass=0) -> SANE_STATUS_IO_ERROR
[+22,69s] WARNING: scanner.vala:1224: Unable to start device: Error during device I/O

[+23,01s] DEBUG: scanner.vala:771: sane_close ()

If i try download and install from HP i get
Plug-in version: 3.18.12
Installed HPLIP version: 3.18.12
Number of files to install: 55
Plugin installation failed
error: Python gobject/dbus may be not installed
error: Plug-in install failed.Done.

so i installed it in local
sh hplip-3.18.12-plugin.run
Plug-in version: 3.18.12
Installed HPLIP version: 3.18.12
Number of files to install: 55

Apologies, I hadn't seen that you were connected by USB. LP #1817214 doesn't apply then.

I do not know what the problem is.

  scanimage -d hpaio:/usb/HP_LaserJet_MFP_M28-M31?serial=VNC3B92743 > image.pnm

This issue is seen as if we did not enable “ Enable Remote User Auto Capture “ option in the EWS page of this device.
Once we enabled this option, we were able to do the scan.

To enable the option :
1) Connect the device and PC in same network
2) Open a Web browser, and in the address field, type the machine IP address exactly as it displays on the Configuration Page, and then press Enter.
NOTE: If the Web browser displays a message indicating that accessing the website might not be safe, select the option to continue to the website. Accessing this website will not harm the computer.
3) On the top navigation tabs, select the Security tab.
4) In the Web Scan Auto Capture Jobs, select the Enable Remote User Auto Capture check box.

Reboot the device i.e printer/scanner.

This is perhaps an indication that models.dat contains the incorrect scan-type for the MFP M28-M31. ESCL is scan-type=9. Please would you try scanning after changing the scan-type first to 5 (the plugin will be needed) and then to 7.

Users with similar devices on the network are faring no better than you, Jarno. See bug 1821932 and bug 1811504. Thank you for trying.

From the extensive information you and others have provided (all the logs are very similar), I am inclined to see the root cause as being down to some interaction with the ESCL part of the plugin.

what is very strange is that on the site https://developers.hp.com/hp-linux-imaging-and-printing/supported_devices/index the printer does not need a driver !
and I thought the plugin was only for the printer not the scanner....
How HP manage this bug , can not the firmware also be the problem?

See bug 1822762 for a similar plugin situation for another device. The M28-M31 has scan-type=9 (ESCL). The software knows that ESCL requires a plugin for scanning; it doesn't matter that models.dat has plugin=0.

Whether it be a firmware or plugin issue, it is beyond our capacity to fix.

@brian_p, how can we bring this issue to the attention of those who can address it? There already is an accompanying question https://answers.launchpad.net/hplip/+question/677937 that seems not to have received much attention.
Should we mark bugs https://bugs.launchpad.net/hplip/+bug/1811504 and https://bugs.launchpad.net/hplip/+bug/1821932 as duplicates? That would, if I understand that correctly, increase the "bug heat" of this one.

Bugs which involve scanning on this device are at least #1821932, #1815794, #1802381, #1809287, #1811504 and #1819742. HPLIP upstream are aware of the issues and have responded with advice. The advice unfortunately does not appear applicable to either a USB or network connected M28-M31 and nothing further has been said.

I am not an expert and any conjectures I have made could be completely off the mark. I have also gone down a blind alley or two in my attempts to triage the various bug reports. Upstream's contact with users is via Launchpad; whether they choose to inform us here on how the issue is to be addressed is up to them.

Merging the bugs is a good idea. It is not something I am likely to undertake.
