Bug Description
When upgrading the charm queens-xenial from revision 267 to revision 274,
the units are blocked with message "Services not running that should be: glance-registry"
Accessing the unit I found that /etc/glance/
Manually generating the file fixed the issue.

The issue is that in queens, glance-registry was deprecated and it is not used, but the charm is expecting glance-registry to be running anyway.
