Bug Description
Steps to reproduce:
1. Install Ubuntu MATE 19.04 ()
2. Select Minimal installation
3. Wait installation to be finished.
4. Login to system and find LibreOffice in Dash or in terminal.
Expected results:
* Minimal installation should not include LibreOffice
Actual results:
* Minimal installation includes LibreOffice but it does not function.
