wxbanker: depends on obsolete python-beautifulsoup

Bug Description

The beautifulsoup package has been removed from Debian with the explanation:

  ROM; Replaced by beautifulsoup4; Debian bug #917575

wxbanker is the only package in Ubuntu which depends on python-beautifulsoup. This is an Ubuntu-specific package which has seen only minimal maintenance over the past 5 years (to update it for compatibility with current wx). If someone cares about this package, it will need to be updated to not depend on beautifulsoup.

If this is not done by the time of the disco release, wxbanker will be removed from disco.

I don't foresee being able to do this myself, as every time I try to re-learn packaging it is a very long nightmare with different requirements. However if someone else has the familiarity, I definitely welcome a PR :)

This would shortly after need a port to python3 (https://github.com/mrooney/wxbanker/issues/10).

If development has stopped, I think it's time to remove from Ubuntu.
