doesn't build with eel 2.21.1

This function doesn't exist anymore in eel 2.21.1

I guess I should stop using eel altogether. This is not the first time they break its API/ABI.

  * Drop incorrect chrpath -d call and chrpath build-dep; closes: #453788.
    This is fine as it's not a public library but a plugin.
