Bug Description
Web Client, Chrome, 3.0.13
In Bills interface, rows for items still checked out/overdue and lost materials bills are not highlighted. The highlighting does still appear in the XUL client, version 3.0.13.
This lack causes great confusion.

Hi Lindsay,
This is addressed in the 3.1 release. I'm not sure why we didn't backport it, but I don't think there would be any issues if you backported the branch locally.
