It says it checks for updates but it doesn't

Bug Description

Binary package hint: update-manager

Whenever I apply updates to my system, when the updates are complete, the loading box appears that says "Checking for updates" and returns with the, "Your system is up to date" title. However, when I go to click the check button again, I am still able to find more updates. This is misleading.

Currently, I am running Hardy, but this has happened to me in every version (I believe).

Thank you for your screenshots.
As far as I can see from these screenshots is that when you click "Check" it starts checking for updates and it ends with "Your system is up-to-date". It seems that everything is ok.

If I'm wrong and I didn't understand what is going on, please say it.

    - fix crash if /var/lib/apt/periodic/update-stamp does not exists
      (LP: #181390)
    - fix misleading string when cache is rebuild (LP: #179354)
  * DistUpgrade/DistUpgradeCache.py:
    - be more careful with the obsoletes checking and get not
      confused if the hardy version is older than the gutsy one
      (LP: #181201)
