Bug Description

The plug fails to do anything because it can't write on disk
* Test case
set up a VPN interface using fortissl, it should not error out
* Regression potential
there is no code change, the packaging just create the /var directory needed by the code, that shouldn't have any impact since that directory didn't exist before
