FFe release 1.8.16

We want to release the newer network-manager-applet as part of updating the desktop stack for cosmic.

This will enable us to:
- align closer to debian which already has 1.8.16 as we can merge from it
- drop a lot of our and debian distro patches which are now upstreamed
- simplify the packaging in general
- get a lot of crash and bug fixes only available on newer releases.

The only feature I see between 1.8.10 is the optional connexion metering. We don't plan to enable it right now.
Note that GNOME Shell is only using the gir bindings, it's not using the binaries itself, the impact should stay minimal (and has been tested locally).

As discussed on IRC, I have provided a local build and ran GNOME Shell with it for a whole day. I have also changed the network status and didn't notice any regression.
