ADT tests didn't run for xenial/linux-gcp, the excuse was "not considered":

<smb> klebers, it appears that somewhere in bionic/gcp (the source of that) cloud-tools got removed from the list of packages to be produced, but either we lost the related change for meta or it was not done at all
So it seems we removed the cloud-tools package from being produce with
