So at this stage, there are no cosmic images nor tools in Juju repositories at https://streams.canonical.com/juju.

So with the above 2 patches landed, I got this as far as I can without having cosmic images.

Could you please reach out and walk me through how you have bootstrapped on cosmic? Using custom images?
(to produce the pastebin in bug description...)

The fix has been verified by Joseph Phillips - with the patch, "cosmic machines and containers deployed fine using image-stream and container-image-stream respectively".

It all works as expected provided you use the daily image stream.

You can bootstrap directly on to Cosmic with:
"juju bootstrap ... --config "image-stream=daily" --bootstrap-series cosmic"

I tried it with LXD and MAAS. With MAAS, you have to ensure that 18.10 is checked in the Images list.

For normal machines it is simply then:
"juju add-machine --series cosmic"

For container machines you need to have set "container-image-stream=daily" either in config at bootstrap, or with "juju model-config".

Fix landed in both 2.4 and 2.5. We have definitely verified it against 2.4
