You seem to have attempted to install, remove, purge, and reinstall, php and apache multiple times. At some point, something broke and some files became missing.
Since I cannot reproduce this in a fresh bionic machine, I would kindly ask you to try to start fresh, and, if it happens again, show us the steps you took for the problem to appear.
In the meantime, I'd suggest you try this:
sudo apt update
sudo apt -f install
I'll mark this bug as incomplete for now until there is more information that would help us reproduce the problem. If you have such information, please add it to this bug and then change its status back to "new".
