2) To see if this is already resolved in Ubuntu, could you please test the latest 64-bit release (not 32-bit) via http://cdimage.ubuntu.com/daily-live/current/ and advise to the results?

Yes it did happen after and update. The update had been pending so I did it
this pass Tuesday(June 12) Since then the system has been flaky.

Now I can even burn the iso(cd does not work) and FYI I am on a 32 bit
machine.
