Why do you say it has something to do with livepatch? This is the error from the log:

awk: symbol lookup error: /usr/local/lib/libreadline.so.7: undefined symbol: UP

This looks like a problem with the libreadline library, but since the library being used is in /usr/local/lib it looks like something you have installed manually, not something from an Ubuntu package. I'd suggest uninstalling the library and trying the update again.

You are correct. I solved the issue (by installing the ubuntu version) awhile back. I forgot to update the bug report.
