Bug Description
Hi all,
I believe that juju destroy-model should have a --force option which forcefully removes a model without attempting to remove the services. According to help, this does not exist.
Imagine your cluster has been destroyed (everything in the model), apart from the controller nodes, so everything in the model no longer exists. If I run juju destroy-model it will attempt to remove these machines and all the services on them but they no longer exist.
So, I need a way to just forcefully remove the model, but not the controller. So I can add a new model and start a new deployment.
I hope this makes sense, feel free to ask questions.

We have discussed a possibility of having a --force option on 'destroy-model' command.
I also believe that it may help resolve situations reported in bug # 1765964
