Context sensitive MARC tools and help are not translatable

Bug Description

Context sensitive tool for selecting the correct MARC code in the fixed field grid in the MARC editor in the web staff client is not translated (Evergreen 3.1.1).
The same applies for the context sensitive description of the MARC field, subfield and indicators, see the attachment.

Translation strings for the above are completely missing in Launchpad.
When searching the strings in Git I came across two files:
Open-ILS/xul/staff_client/server/locale/fr-CA/
Open-ILS/xul/staff_client/server/locale/fi-FI/marcedit-tooltips.xml
As it seemed to me to have something to do with the problem in XUL client, I tried the fi-FI and fr-Ca locale in XUL client (3.1.1) and discovered:
- In the the fi-FI and fr-Ca locale the context sensitive description of MARC field and subfield the translation works in chosen locale.
- Translation does not work for any other locale (except fr-Ca and fi-Fi), where the marcedit-tooltips.xml is not included to Open-ILS/xul/staff_client/server/locale/. Unfortunately I am not able to replicate the testing in the web staff client because our test server is set to Czech and due to bug I am not possible to switch to any other locale (due to bug 1560805).
- The translation of context sensitive tool for selecting the correct MARC code in the fixed field grid in the MARC editor didn't work for any locale except English (I guess this must be defined somewhere else than in marcedit-tooltips.xml)

My guess is that the problem may have the same origin as the bug 1669776 and that it is probably necessary to add to Evergreen translatable files definig the tool for the fixed field codes and MARC field description (like marcedit-tooltips.xml).

I don't think the strings are currently translatable at all.

However, the terms used in tool for selecting the code in the fixed field grid in the MARC editor (probably coming from here: http://git.evergreen-ils.org/?p=Evergreen.git;a=blob;f=Open-ILS/src/sql/Pg/950.data.seed-values.sql) are the same as in TPAC advanced search filter where the options are shown properly translated.

We should address this issue as we develop new Makefile routines for building translations as we move away from XUL and only looking at how we translate for the web client. Marking confirmed issue.

Noting similarity of this issue with bug 1160307 where we have not translated some entries in config.* tables that show in the client.
