GNOME 3.28 added a new feature that shows the last opened page when opening GNOME Settings (gnome-
It would work if run from the command line.
It would not work if the last opened page was a subpage in the Details or Devices section and GNOME Settings was opened from the GUI (since that uses the .desktop).
Test Case
---------
1. Open Settings to the Details > Users panel.
2. Close Settings
3. From the Activities Overview, open Settings
Settings should open to the Users panel.

None. This is a simple bug fix to get the intended behavior in all situations
