Bunch of problems with latest kernel update (frensh installation)

Bug Description
I have recently been having trouble drivers.
I ended up reinstalling my system (Ubuntu Gnome 16.04.4).
Things gone bad:
1. CPU#1 stuck (on reboot)
2. Gnome-shell consuming 150-200%+ CPU
3. Brightness control and airplane mode do not work anymore (other Fn keys work) kernel 4.13.0.38 +
4. External monitor not detected with Type-C adapter (used to work; also works with NVIDIA 384.111 driver)
5. a bunch of PCIe errors in dmesg
6. touchpad lacks palm detection
Note # 1: 2, 3, 4 do not occur when NVIDIA 384.111 driver is used
Note # 2: I did not experience the above problems before the re-installation. Kernels 2 working kernels were: 4.14.0-38 and 4.13.0-37. The re-installation was due to a problem with the NVIDIA driver installed.
System used:
- Dell XPS 15 9560 (2017)
- Ubuntu Gnome 16.04.4 (downloaded from website yesterday)
- System is encrypted. Re-installation was done while preserving /home
