Effects update on parameter change even without "live effects" enabled

Bug Description

Currently there is a bug where any change to a parameter will cause the effect to run like "Live Effects" was enabled. This also cause additional instances of the created objects to appear on the canvas. Most noticable in grid.

I have the same behaviour in Windows XP, running Inkscape0712181705.7z.
    There is a bit of a workaround, for those who are stubborn: check the Pin Dialog box, then edit the parameters, uncheck the Pin Dialog box, and click OK. The last 2 steps are necessary because when the Pin Dialog is checked, then the Close and Execute buttons are non-responsive.
    Glad somebody found this, I thought this was a Windows-specific issue.

Changed the timer so that it'll only get set if we're in live effects mode.

Ted, is the timer change a sufficient fix for this? If so, then if it's committed to SVN, we can mark this one Fix Released.

I confirm Live preview can now be turned on and off by checking/unchecking the box.
However, I don't understand the purpose of the pin dialog box!

In revision 17419 I can't use the Close button when Live preview is activated, if the dialog is closed in the window top right close button the tool (I last tested with Jitter nodes) doesn't show up again, anyway to debug this further?

The original issue is still fix-released. Bruno's latest comments are the same issue reported at bug 191772.
