Drop python-command-not-found package

Bug Description

python-command-not-found has no reverse dependencies. Therefore, it is eligible to be dropped. I think we should drop it for Ubuntu 18.04. Any third party users should switch to python3-command-not-found.

See LP: #1123193 five years ago which requested the Python2 version.
