Live Patch page doesn't correctly handle existing setup

Test Case
=========
1. Open the Software & Updates app. Switch to the Updates tab and set up Canonical Live Patch.
1b. You may want to manually make sure you are using the canonical-livepatch snap from the stable channel. software-properties 0.96.24.25 used the edge channel instead but this is no longer needed.
2. Install gnome-initial-
3. Log out then log back in.
4. The Ubuntu Welcome wizard runs. The Live Patch page prompts to log in even though Live Patch is already set up. Further, it doesn't recognize the existing Ubuntu Single Sign-On authentication done via GNOME Online Accounts.
