Bug Description

As described in https://forum.snapcraft.io/t/deregistering-snap-name-regaining-owner-ship-of-revoked-snap-name-from-store/4847, the store should support direct deletion (revocation) of unused names.

Currently, name revocation can only be done by reviewers or by the publisher once they have uploaded a snap revision.

The process is not entirely cheap, it involves updating the corresponding snap-declaration and keep serving the revoked version indefinitely, it would be nice to keep it under a similar rate-limit mechanism we submit name registration (or maybe more severe, since it's not a enabling action).
