update to 8.5.5 in Bionic

8.5.2 to 8.5.5 are bugfixes only.
Before releaseing Bionic we were asked to consider bumping to 8.5.5

Note: Debian is already ahead on 8.6 but we don't want to do that in Ubuntu atm as we are in Feature Freeze.

All our apparmor changes are accepted by Debian already.
So this could be a sync now if not for the transitional package needed (just for 18.04).

All changes in Debian 8.5.3-1 and 8.5.4-1 are bugfixes as well (or taking our Delta).
So this should be a three way merge of:
- Debian 8.5.4-1
- Upstream 8.5.5
