remove workaround for tuskar* packages from the upgrade logic

In instack_undercloud we have a workaround for removing tuskar* packages, original problem reported as: https://bugs.launchpad.net/tripleo/+bug/1691744
We have that workaround in L, M, N and O releases.
It's time to get rid of it and forget about tuskar.
