System Settings app doesn't honour icon launch settings

Bug Description
Although my Kubuntu Gutsy system is configured to use double-click for launching icons, the System Settings application still uses a single-click to launch modules.
Under System Settings -> Keyboard & Mouse -> Mouse Settings -> Icons, I have chosen "Double-click to open files and folders (select icons on first click)". The System Settings application should honour this setting.
