tests have been removed from the upstream distribution archive

The tests for Guzzle/Promises have been removed from the archive in this commit: https://github.com/guzzle/promises/commit/e278912eaaa94079b9277d5dbe23fc0a22d308bf#diff-fc723d30b02a4cca7a534518111c1a66R7

In order to move forward with the PHP 7.2 transition for 18.04, the tests need to be removed from the packaging process.

I've opened a pull request to add the tests back to the archive, in hopes that the tests can be added back to the packaging process in the future: https://github.com/guzzle/promises/pull/87
