Bug Description
One of the requirements from the security team to support both openssl 1.1 and openssl 1.0 in main was that openssl 1.0 would come with the command-line tools so that security updates can be properly tested.
Please add the command-line tools back into the openssl 1.0 package by renaming them so that they can be installed in parallel with the openssl 1.1 tools. They can ship in a different directory outside the normal path if required or if we don't want them to be used.

* Move libraries back from /lib to /usr/lib, as otherwise d-i helpfully
deletes "duplicate" soname libraries, and thus breaking
