We don't have the right RoCE card for testing libmlx5 testing, just for libmlx4:
ibv_devices
    device node GUID
    ------ ----------------

So with this we need to rely more on IBM testing.

libmlx5 has been superseeded by rdma-core.

We are currently shipping rdma-core 16.1-2, however 16.2 is available upstream.

Do you know the userspace version requirements needed for Bionic?

Seems like 16.1-2 was released earlier this year. That would be more than sufficient, so we wouldn't require a later version on our part.
