I have a Logitech wireless mouse on an HP Envy laptop. The mouse functions fine on everything but Stellarium 0.17.0. There is no sign of the mouse on the screen.

Sometimes it will accidentally trigger some feature of Stellarium but you can't see the mouse. It worked before I upgraded.

I see the reference to Angle mode in the user guide but I don't know how
to start Stellarium in Angle mode.

Did you see User Guide, section 2.4.1?

In case you are using Windows 7, 8.1 or 10, to start a program, you usually press the Windows button in the task bar (leftmost icon), navigate to the program group and launch the program. In the Stellarium program group, you find several preconfigured options to start Stellarium. One is labelled "Stellarium (ANGLE mode)". To start Stellarium in ANGLE mode, don't press another option.
