Please badtest, demote to proposed, or remove from the archive.

Upstream are working on a fix. This is currently holding up postgresql & icu transitions.

This is fixed in bionic-proposed.

Please don't use blocking bugs for things that can be automatically detected by other proposed-migration policies (i.e. autopkgtest itself).
