Recent upload to Bionic (autosync from Debian) no longer works properly when nginx searches for LuaJIT libraries

Bug Description

Discovered thanks to my uploading new NGINX versions to the PPAs, there is a significant change from the prior version available in Artful or such.

That is, with the nginx package, it FTBFS when pulling in libluajit, on only amd64, i386, and armhf, stating that it cannot find the LuaJIT libraries in /usr/ or /usr/local.

So either libluajit is beyond hopelessly broken, or paths have changed and I have to update nginx. Since this built fine in the previous libluajit, though, I'm going to assume that it's libluajit specifically.

I'm attaching Bionic sbuild logs from an amd64 build run. I'm also setting "Critical" priority on this bug as well as it prevents updating of another piece of software in Main, and the only real difference is luajit.

[09:39:35] <LocutusOfBorg> teward, I don't know the reasons for the Ubuntu delta, but Debian has a patch for the new luajit location debian/modules/patches/http-lua/discover-luajit-2.1.patch
[09:56:00] <LocutusOfBorg> teward, please steal this, copy to your ppa https://launchpad.net/~costamagnagianfranco/+archive/ubuntu/costamagnagianfranco-ppa/+sourcepub/8492554/+listing-archive-extra and let me forget this stuff, my eyes are now bleeding :(

[09:49:03] <LocutusOfBorg> the patch seems to apply cleanly to the ubuntu nginx package, but the nginx-lua module is not updated to the latest release Version: v0.10.10 VS Version: v0.10.7 (according to the two README.Modules-versions debian files)

Locutus: Thanks, I'll bump the Lua module then, in my upload to address the FTBFS. I'll do the same for my PPAs. The system doesn't like the Merge-o-Matic merge in testing so doing a hybrid of version bump then Debian revision imports. I'll bump Lua though to make sure it fixes the issue in the interim. (The merge has always been tricky to accomplish with nginx).

I've also set this bug as Invalid. Sorry for the noise.
