CNA element ordering is wrong

Bug Description

Element ordering for the CNA wrapper (ClientNetworkAdapter REST object) is incorrect - the VirtualNetworks element should be last - which can result in unmarshalling errors if attempting to set any of the fields ConfiguredMTU, OvsBridge, or OvsPortExternalIds if they're missing.

This is related to bug https://bugs.launchpad.net/nova-powervm/+bug/1731548 -- the fix for that guy is going to be trickier if we can't base it on the fix for this one.
