When host is rebooted, tap devices of ovs ports attached to VMS are lost

Bug Description

When a VM is deployed, tap devices are created for OVS ports and attached to VM. When the host is removed, those tap devices are gone.
ovs-vsctl shows no tap devices under br-int switch.

    Tap devices are removed when host is rebooted

    When a VM is deployed with ovs port, tap devices disappear when
    host is rebooted. This patchset fixes the problem by updating
    corresponding trunk adapters with mtu, ovs external ids
    and ovs bridge name. pvm-rest under the covers will restore tap
    devices.
