OPAC e-resource links don't work in web client

Bug Description

When viewing a catalog record via the web staff client, clicking an e-resource link fails silently. The console presents an error like:

"Mixed Content: The page at 'https://demo.evergreencatalog.com/eg/staff/cat/catalog/record/8457' was loaded over HTTPS, but requested an insecure resource 'http://ebook.3m.com/library/BCPL-document_id-e1uqog9'. This request has been blocked; the content must be served over HTTPS."

I noticed this, too. If I right-click and open in a new tab it works, and I would prefer to see that content open in a new tab anyway, so would simply modifying the link to open in a new tab be an acceptable solution?
