Didn't you see the notice at https://github.com/stjerm/stjerm that the project is abandoned?

The 0.18 release was a few years ago.

Since this isn't maintained in Debian either, I think we should consider removing it from Ubuntu.

If someone wants it in Ubuntu, they should maintain it in Debian.

What is the procedure to request: "remove dead package"? Is there a
bug-tag for that?

To request removal of a package only in Ubuntu, just file a bug against the package in Launchpad explaining the reason.

Run this command to check if any other packages depend on it:
reverse-depends src:sjterm

Then subscribe ubuntu-archive to the bug.

The subscription part is mentioned at the very top of this article (written mostly for the Archive Admin team since nearly all of it requires privileged access.)
