crash reports still sent to LP on artful

/etc/apport/crashdb.conf was not modified to stop sending crash reports to Launchpad for Ubuntu 17.10, since it was released they should only be going to errors.ubuntu.com.

The problem_types field needs to change to ['Bug', 'Package'].

Accepted apport into artful-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/apport/2.20.7-0ubuntu3.1 in a few hours, and then in the -proposed repository.
