Bug Description

We need better unit test coverage of resizefs module to specifically catch minimally the full happy path run of cc_resizefs.handle() with and without kernel_commandline params which override root device path by UUID.

Was a problem for cloud-init 17.1 per regression bug https://bugs.launchpad.net/cloud-init/+bug/1725067
