Bug Description
Steps to reproduce:
1. Install Ubuntu 17.10
2. Set <Ctrl+Shift> as keyboard layout switcher (English and Russian) in GNOME Tweal
3. Launch gnome-terminal
4. Try to open new terminal window/tab with <Ctrl+Shift+t> hotkey
Expected results:
gnome-terminal opens new tab/window with <Ctrl+Shift+t> hotkey
Actual results:
gnome-terminal does not open new tab/window with <Ctrl+Shift+t> hotkey

Does <Ctrl+Shift+n> work for you to open a new window?
Go to Edit -> Prereferences -> Shortcuts; what do you see there? Can you set the shortcut keys there?
