== Impact ==
osd progress bars look poor with Ambiance or Radiance in Ubuntu 17.10.
osd progress bars are used e.g. in epiphany web browser.

== Test Case ==
1. Open gnome control center
2. Go to online accounts panel
3. Add a google account
4. Make sure the progress bar close to the title bar of the login dialog does not present borders and paddings.

== Potential Regressions ==
Please check thare are no regressions with osd toolbars. An example of application using osd toolbars is totem. Make sure the overlay with play/pause controls is not affected by the fix.

Accepted ubuntu-themes into artful-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/ubuntu-themes/16.10+17.10.20171115-0ubuntu1 in a few hours, and then in the -proposed repository.
