Hi,
this is a race when upgrading the package and starting the server as part of it.
A known issue in bug 1670629 that is worked on, the bug might have hints and workarounds - but usually that resolves on a retry of the upgrade.

I'm getting this error for past ~30 days. Not able to install/update anything. Have tried /retried upgrade many times, still the same result. Not resolving on retry.

retied many times, but it's not helping. Is is resolved? If not, is there a way around it? I'm not able to install any new software.

Well thank you. I don't remember subscribing, but that is what I did after I installed .net 4.62. All is well now. Cheers
