Flicker when using dual head on resume

Bug Description
When using VGA output, there is a flicker on both screens when resuming from suspend, and/or return to normal screens view when finishing a LibreOffice Impress presentation.
WORKAROUND: Choosing "workspaces" and then choosing any of the four screens solves the issue.
Is this a driver bug, and/or a kernel <--> driver bug?

I believe this is a bug in the PSR (Panel Self Refresh) module/code.
