Web Client: Usability issues with long patron messages

Bug Description

In 3.0.0:

In the patron messages interface, an alert will display fully in the patron summary, but the only way to view a long alert or note from the messages screen is to select it, then click Actions > Modify.

If the alert or note is archived, it cannot be modified so there's no way to read the full message.

It would be nice to be able to double-click on a line or even just hover over a line to see the full message.

This strikes me as something that could turn into a general improvement to egGrid to provide a way to better deal with grid cells with long content.

The state in 3.2.0:

In the patron messages interface, if the mouse is placed above the message in the grid, the whole message is shown in the form of "sliding" text.
There might still be a problem in cases, when the Note column is set too narrow. In such cases it might happen, that the too long message do not fit the height of the page and its top is cut off (see the attachment).

Hello, I was looking at this today while seeing how hard it is to remove the "Remove Penalty / Message" action.

I think this isn't resolved yet, we still find situations in the wild where staff have written long detail notes that are archived, and it isn't possible to see it all since the popup overflow display is limited and cannot be scrolled. And the other issue is that they cannot select and copy all of the text.

It is much too easy to pick the wrong action, so staff often need to re-create alerts that are accidentally archived or removed... so being able to copy the text that is there would be helpful.

How about adding an option of "View Penalty / Message" and make that the double click on the row action also? (anyone know of an example of setting up the double click behavior on a grid row?)

It almost works to just include the editPenalty action for archived messages... but there is a check that tries to match up the current active standing penalties with the selected standing penalty which fails for selecting an archived penalty.
