bug-fix: budgie panel icon still visible after budgie desktop settings window has closed

Reports via budgie-desktop issue tracker that is very visibly wrong with Ubuntu Budgie.

As maintainer of this package, please can the following bug-fix release to resolve the above be accepted into Artful?

i.e.

pull-lp-source budgie-desktop artful
cd budgie-desktop-10.4
quilt pop -a
patch -p1 < ../budgie-desktop_10.4-1ubuntu3.1.debdiff

test build via pbuilder-dist artful build

installed and confirmed all is well.

      include StartupWMClass to force the .desktop wmclass to match
      the settings window class; this ensures plank always caters for
      opening/closing the window and is no longer dependent on how
      plank is launched
