Window posititioning incorrect when opening a PDF

Bug Description

On Windows, where there are multiple monitors, Inkscape displays its windows in undesirable locations when opening a PDF.

Repro:

- Open Inkscape.
- Move Inkscape to somewhere on the right-most monitor.
- Within Inkscape, open a PDF.
* Bug: Notice that the PDF Import Settings dialog is misplaced. Part of the window is clipped, since it off to the right of the monitor.
- Click OK on the import dialog.
* Bug: Notice that Inkscape has moved to near the upper-left hand corner of the left-most monitor. Instead, the Inkscape window should have stayed right where it was.

My particular setup: Windows 10 x64, left monitor at 192 DPI, center monitor at 96 DPI, right monitor (the main monitor) at 96 DPI.

Most important question: Which version of Inkscape?

There are some fixes regarding window size/position in Inkscape 0.92.2, so if you have an earlier version you should check if those addressed the issue you're seeing already.

I can confirm that the PDF import dialog is opened in a strange position.

For the main Window I think you're seeing expected behavior (i.e. I can't notice anything strange):
- You probably have checked "Don't save window geometry"
  in Preferences -> Interface -> Window)
- This results in the Inkscape window to be opened in the top left
  of your *primary* display (might be your leftmost monitor)
- If the PDF import opens a new window it opens in the position
  Inkscape would start in when you normally start it
- If you have an empty document and the PDF import re-uses the current
  window and will not change position at all.

If you don't want Inkscape do launch in a default position enable "Remember and use last window's geometry (which works as desired on my machine)

The behavior I experienced was immediately after a first-time-ever install of Inkscape on the computer. So if any usability problems are related to settings, it indicates that better default settings are in order, or else a re-thinking of what those settings are.

I selected "Don't save window geometry" and retested the repro. Now there is a different bug: Inkscape now keeps the window position (good), but its size expands such that it flows off-screen. I think it is assumes it's window position is near the upper left, and is making itself nearly the size of the monitor, but since it's somewhere in the middle of the monitor, it's too big. The solution is to keep the position and the size the same (not just the position).

When I had the default setting of "Save and restore window geometry for each document", there were multiple problems:
- Inkscape opened the document in the upper left corner of my middle monitor, even though my right monitor is primary.
- With this setting, Inkscape shouldn't have done any window movement at all. There was already a blank window open from when I launched Inkscape. It should have just reused its position.

If I enable "Remember and use the last window's geometry", then the behavior works well. The window stays put and doesn't fall off the screen. Both other modes look like they need some fine tuning.

A possibly related bug is when I first opened Preferences, the window was really tiny. See the screen shot.
