Flavor list is not in order when booting instance

Currently, the flavor list is not in order when booting instance. It would be nice to list them by vcpu and ram by default.

Why do you need to mark this bug as Private? We only use "Private Security" for security issues and we don't use "Private".
"Private" means most horizon developers cannot see it. Is this what you intend?

In the Django launch instance panel, we sort flavor by vcpu and ram by default and also provide a way to customize the sort order by 'settings'. There is no corresponding feature in the Angular launch instance panel. It is worth fixed as a feature gap.

    Get flavor list sorted when launching instance

    Currently, the flavor list is random on the panel of booting
    instance, which is not a good experience for end user. This
    patch fixes it and adds test accordingly.
