Resource overlays in editor have a higher z-layer than critters

Bug Description

The resource overlays in the editor have a higher z-layer than critters. Since the layers are pretty big, it's hard to use the critter tool while that overlay is switched on, because it's hiding the critters.

This is simple to fix now: just reorder the drawing order in editorinteractive.cc.

I think overlays were intentionally on top to the map objects though, to mimic how it is done in game. It might look weird to have overlays under map objects.

Also now that the resources can be toggled, one could argue that it is simple to turn them off. It is questionable if this needs fixing then.

It just confused me while I was testing something. This is debatable though - I didn't think of the in-game application at all. So, I'd be fine with a "Won't Fix".
