Did this issue start happening after an update/upgrade? Was there a prior kernel version where you were not having this particular problem?

Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v4.13 kernel[0].

If this bug is fixed in the mainline kernel, please add the following tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag: 'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as "Confirmed".

Thanks in advance.

Try these kernel parameters, and see which works:
reboot=b
reboot=t
reboot=k
reboot=a
reboot=e
reboot=force

Thanks for your suggestions. I tried them all for 4.10.0-35-generic and 4.14.0-rc2 without any change to the issues. I noticed that the shutdown (until the power LED turns off) is very quick (1 to 2 seconds). The delay between shutdown and the unwanted reboot is about 3 seconds.

Does the BIOS have anything related to autoboot? e.g. Wake of Lan. Try to disable them in the BIOS may help.

the bios shows the following:

graphic mode: [switchable]
quiet boot: [enabled]
network boot: [disabled]
f12 boot: [enabled]
d2d recovery: [disabled]
wake on lan:[disabled]
sata mode: [ahci mode]

i dont have the skills to evaluate these settings, please advice whether it makes sense to chance any of them.

Sounds like some device wake your system up after you shutdown. I’ll start with removing driver (kernel modules) one by one to find the culprit.

In the meantime, it’s better to file an upstream bug at https://bugzilla.kernel.org
